Steps for Getting Your Finances Under Control
 
Many people feel as though their personal finances are out of control, with no hope of ever recovering from the financial mayhem in which they find themselves. With jobs lost, mortgages underwater, and retirement accounts still on life-support, this feeling of hopelessness is understandable.
 
For those who think that financial stability is out of reach, the National Foundation for Credit Counseling (NFCC) reminds consumers that even if their current situation seems hopeless, there are steps they can take now that will put them in a better financial position. Each tip in the following list can help put you on the road to solid financial ground.
 
Live within your means – Simply put, don’t spend more than you make. To accomplish this, put the credit cards away. Many well-meaning people resort to living off of credit when facing a financial crisis, digging an even deeper financial hole. Instead, try living on a cash basis. People who do this typically spend 20 percent less, and they do it without feeling deprived. They buy what they want, but since their level of awareness has increased, they don’t spend as frivolously. 
 
Get financially organized – Sometimes people become so overwhelmed that they bury their head in the financial sand. Not only do they neglect paying their bills on time, they don’t even open the monthly credit card statements. Such habits result in late fees, a tarnished credit report and a lower credit score. Become financially organized by creating a cash-flow calendar where you record each payday for everyone in the household who earns money. Next, write down which bills are to be paid out of each check. Get into the habit of keeping all bills in one location so that you can easily put your hands on them, and commit to visiting your home “financial center” at least once per week.
 
Don’t overdraft your checking account – Even if you have overdraft protection, this is a habit that speaks of a deeper problem that should be addressed. Write down each deposit and withdrawal in your check register, including all debit and ATM transactions.   Regularly balance your checkbook, and reconcile your bank statement within one week of it arriving. If you do these things, but continue to overdraft your account, the overdraft is no accident. Do not continue in this pattern. Instead, reach out to a legitimate credit counseling agency for help in resolving whatever is at the root of the problem.
 
Know where your money goes – Have everyone in your household who spends money track their spending for 30 days. At the end of the month, come together to review the findings and determine where the leaks are. Jointly decide how to plug them. Make adjustments so that your budget reflects exactly how you want your hard-earned money to be spent. You will never be fully in charge of your finances until you complete this exercise.
 
Create a rainy-day fund – Many people say they can’t afford to save. Neither can they afford to be ill-prepared for the inevitable money-gobbling emergency. Now that you’ve tracked your spending and are allocating where your money goes, be sure to include a savings category with money ear-marked for that purpose each month.  
 
Improve your tarnished credit – If recent events have made your credit report less than stellar, work on improving it. Review the damage by obtaining a free copy of your credit report from www.annualcreditreport.com.   Look for what’s doing you the most harm, things such as accounts that have gone into collections, or old credit card bills that you’ve forgotten about. 
Create a plan to begin repaying these debts, even if it’s a small amount each month. A past-due bill that has been paid is less damaging than a past-due bill that remains unpaid. Further, recent activity has a stronger influence on your credit score than things that happened in the past, so taking positive steps now will likely result in an improved score down the road.
 
Slowly reenter the world of credit – Most people will need a thick and positive credit file to obtain the credit necessary to buy a big-ticket item such as a house or a car. If you are not currently a candidate for more traditional forms of credit, you may want to consider applying for a secured credit card. You will be required to place a pre-determined sum of money as collateral on the account. Your spending limit will be equal to this amount. (Note that you must still pay your bill each month—the collateral funds you put up remain untouched, somewhat like a security deposit.)  Make sure that the secured card you select reports your activity to each of the credit bureaus and doesn’t have unreasonable fees. Treat your obligation responsibly, and it is likely that you will soon be offered an unsecured card.
 
If you’ve suffered a financial set-back, know that it is possible to restore financial stability to your life. The NFCC Member Agencies assist millions of people each year and understand how overwhelming it can be to deal with a serious financial situation. Consumers do not have to face the journey alone, however, as there is legitimate help available. The sooner you reach out for assistance, the sooner you will be on that road to recovery.

Eight Important Things to Watch on Your 403(b) and 457 Plans

Public school employees’ 403(b) and 457 defined contribution (DC) plans are important vehicles to assist members prepare for comfortable retirements. When you consider that financial consultants often recommend that retirees plan on replacing 80 to 100% of their pre-retirement earnings and that the average CalSTRS retiree receives only 63%, you can see the value 403(b) and 457 plans bring to CTA members.
 
Understanding the importance of supplementing future pension benefits is just one step in assuming control of your financial future. Taking advantage of pre-tax defined contribution programs like 403(b) and 457 plans is an attractive option for educators. The beauty of (and risk in) utilizing defined contribution plans is the degree of flexibility and the amount of control you have over your investments. Some employees are overwhelmed by the choices available to them and hesitate in fear of making mistakes. Others trust advice from insurance annuity sales agents – assuming that they are experts and have the employees’ best interest at heart.
 
Now is the time to take control of planning for your retirement – no matter what age you are. Here are some tips to consider as you begin making contributions or refining your current 403(b) and/or 457 plan strategies:
 
1.      Invest early and wisely.
 
With pre-tax contributions, you save on taxes now. Money you contribute to 403(b) and 457 plans is subtracted from your paycheck before federal and state income taxes are calculated. Tax-deferred savings and the magic of long-term compounding work to grow your account balance over time.
 
2.      Watch your paystubs and retirement plan statements to ensure your contributions are being made accurately and in a timely manner. Your money should be invested in your selected products within two weeks following the deduction from your paycheck – the sooner the better.
 
3.      Become educated so that you are comfortable making good investment decisions.

4.      Ask for help if you need it.
 
Be careful who you trust, however. Do your homework and ask questions. Unless the advisor is working in the capacity of a fiduciary, he/she is not ethically or legally obligated to act in your best interest. Be aware that commissioned agents are motivated by income concerns – probably more theirs than yours. For information on evaluating advisors, see number #3 above.
 
5.      Insurance sales representatives target educators and they work hard to reach out to you.
 
Educators may assume that investment professionals that give presentations at their districts or contact them through the districts have been vetted and are endorsed by the district. This is probably not the case. It is up to you to evaluate their credibility and the products that they recommend to you.
 
6.      Think twice before investing in annuities. Consider investing in mutual fund products.
 
Will annuity products provide the results you need? Are their fees disclosed and reasonable? Is the financial strength of the insurance company strong and will it remain so? Will the agent receive commissions for the sale or convincing you to change investments? Does the annuity product include expensive and unnecessary insurance features? Note – before transferring funds from an annuity product or requesting a distribution, determine if surrender charges will apply – this is money you can lose if you withdraw your investments too early. To learn more about annuities and mutual fund products, see #3 above.
 
7.      Manage your defined contribution accounts.
 
Avoid taking loans or withdrawals from your accounts unless absolutely necessary. Contribute as much as you can. Consider allocating more toward your contributions when you receive pay increases; and take advantage of catch-up provisions if available. Review your investment products and account balances regularly to determine if your diversification strategy and asset allocation is appropriate for your needs. 
 
8.      If you have concerns about your 403(b) and 457 investment choices, sales presentations being given at your district, and/or your district’s 403(b) plan third-party administrator, bring these concerns to your chapter leaders.
You deserve a comfortable retirement without financial worries. Hopefully, these suggestions will help you to make the most of your opportunity to supplement your pension benefits with 403(b) and 457 plans.

Is Financial Clutter Overwhelming You? Take These Simple Steps to Get Organized.

How can you identify if you have financial clutter? Ask yourself these questions:

  1. Do you have multiple bank accounts?
  2. Do you have multiple credit cards?
  3. Do you receive too many bank and other business type statements monthly?

If you answered “yes” to any of these questions, you may be suffering from financial clutter.

You can free yourself of financial clutter—similar to having a garage sale or donating unwanted items to charity—and gain a rewarding payoff. Your payoff can be lowering banking fees (and/or eliminating fees), reducing your exposure to identity theft, and saving time and the environment. Below are some simple steps to take to reduce your financial clutter.

  1. Identify the clutter – make a list of all of your financial accounts, credit cards, and other assets and debts. This will show you what you own and what you owe, helping you figure out what you don't need.
  2. Consolidate bank accounts – review your list of the accounts (see above); research which accounts offer the best services at the lowest cost and stop or transfer any automatic deposits or payments on the less attractive accounts, and instruct the financial institutions to close those accounts.
  3. Get rid of high-rate credit cards – use only credit cards with a low interest rate and close other accounts to free yourself from paperwork, advertising catalogs and identity-theft risk.
  4. Shred bank statements and use online banking – most banks and credit unions offer online banking, bill payment and eStatements at no cost. Not only is online banking environmentally-friendly, it also greatly reduces identity theft from occurring.

The History of Women and Credit
 
This article by the National Foundation for Credit Counseling (NFCC) examines the evolution of credit as it relates to women, and encourages women to take advantage of the credit opportunities available to them to establish credit in their own name. 
 
Many young women have never known a time when credit was not available to them, but that has not always been the case. Even though some form of credit may have previously been an option to women on a small scale, it was legislation in the 1960’s that laid the groundwork for extending credit to women as we know it today. Throughout that decade, various pieces of legislation were enacted that addressed equal pay for equal work and affirmative action benefits for women, and laws were created that made it illegal to specify gender in employment ads. 
 
Women were not only working (as employers could no longer discriminate against women when hiring), but they were potentially earning more money than in the past. It was only natural that the next step would be gaining equal access to credit. In 1974, the Equal Credit Opportunity Act (ECOA) changed the way issuers made their credit-granting decisions considering, among other things, gender.
 
Prior to the ECOA, women often met with resistance when attempting to establish credit in their own names, but now things had changed. Along with the ECOA, additional regulations were put in place which further defined what questions the creditor could and could not ask when making the credit-granting decision, one of which specifically addressed household income. A consumer could now rely on the income of his or her spouse when applying for individual credit. This further opened the door for married women, whether working or not, to obtain credit in their own name.
 
Fast forward almost forty years. A provision of the Credit Card Accountability, Responsibility and Disclosure Act, commonly known as the CARD Act, restricts the issuer from opening a credit card account unless the issuer considers the ability of the consumer to make the required payments under the terms of the account. 
 
At first glance, this provision seems reasonable. After all, shouldn’t a person have to demonstrate an ability to pay before being extended credit? Doing otherwise could enable a person to dig a financial hole from which he or she cannot recover.
 
At issue is the requirement that lenders review an individual’s income and that they would not be allowed to consider household income in their credit granting process. That has led some consumer advocates to argue that such a move could have serious negative implications for women who do not work, or are divorced or widowed, as they would potentially have no access to credit of their own and thus no credit history upon which they could rely to prove their credit-worthiness.
 
“The NFCC encourages women to protect themselves by obtaining credit in their own name,” said Gail Cunningham, spokesperson for the NFCC. “Treated responsibly, credit can become a safety net for all women whether they are single, divorced, widowed or put into other situations where they have to depend on their existing lines of credit that are in place.”
 
The following steps can help women establish their own credit:
 
·        Obtain your credit report free of charge from www.AnnualCreditReport.com. The information in your credit report represents a large part of your credit score, so you should get your report and review it for accuracy. If there are errors, dispute them through the form that is provided with your report. If there are past due accounts, bring them current.
·        Order your credit score. Even though there is a fee to obtain your score, it will be money well-spent. Understand the range in which your score falls and where you rank as compared to others. Your score will likely come with concrete steps to help you improve it. Take advantage of this advice, as the credit score’s three little numbers dictate whether or not you will be extended credit and at what rate. Typically, a high credit score equals a low interest rate on cards and loans. Order your credit score through www.myfico.com.  Skip the free credit score offer unless you’re good about canceling the attached trial subscription within the ten-day timeframe. ·        Give your credit report time to reflect the positive steps you’ve taken. Getting old accounts removed, paying down debt and disputing inaccuracies takes time to cycle through the system. Wait three months before applying for credit. 
·        Don’t apply for too much credit at once. That can send the wrong signal to the lender, and put inquiries onto your credit report, potentially resulting in a lower credit score.
·        Start by applying for a credit card. Although the credit scoring model likes to see how you handle different types of credit, the most weight is usually put on your record with revolving lines of credit.
·        If you are attempting to rebuild credit after a financial set-back, consider getting a co-signer. Keep in mind, however, that the activity on the account will be reported in both your name and the co-signer’s name. This is a good way for you to build a positive credit history if you handle the card responsibility. However, there will be negative ramifications to both you and the co-signer if payments are not made on time.

Testing Practice
"I prepare my students for standardized tests beginning in September in several ways. I prepare all tests and quizzes, including spelling, in a standardized format. With my math chapter tests, I require that the paper showing work and checking be turned in. That lets me see where mistakes are made for re-teaching purposes and teaches students to get in the habit of copying the problem down and checking it on the extra paper. I make English quizzes in a paragraph form with the incorrect information underlined with a letter above it, just as in our standardized tests. I make my tests tricky, so students will realize that sometimes they must look more carefully than they first thought. As a result of all this preparation, when March tests begin, my students are comfortable with the format. The week before the tests we take a nice break from all this to allay the pressure. My class has practiced all year and the tests are like the final basketball game in a tournament."

Drop Everything And Read (DEAR) Week
"We celebrate reading for a week. On Monday the teachers perform skits taken from familiar story books. On Tuesday at a given time our school will Drop Everything And Read (DEAR) whether students are in PE, music, etc. On Wednesday we have a storybook character parade/contest. On Thursday we have a short story writing/illustrating contest. On Friday local football players, cheerleaders and band members will come to our school for a pep rally for reading. Later that day city officials will visit schools and read to classrooms."

"Whenever I give a major test, the kids have a chance to improve their scores by doing a test autopsy. They correct their mistakes and then write a half page reflection on why they did so poorly and what they should have done differently. They earn a half point for each corrected answer. For example, if they got 15 out of 25 and did an autopsy correcting them all, their new score would be 20. Not only do the parents love it, the test scores have improved and the students are really taking ownership of their work!"

"Students love to have time to talk and to share gossip. In order to keep them from doing it during instruction, I apply 'My Time'. During 'My Time', they must pay attention. The students want to have a few minutes to talk and to share amongst themselves."

"To make new teachers feel welcome, we photocopy the teacher pages of the previous year's annual and give it to each new person. Under the pictures, we add first names and nicknames. This really helps new teachers get to know the names of the other staff members quickly and they tell us it gives them much more confidence their first few days in a school full of strangers."

"A computer lab can get cluttered in a hurry so I assign a Row Manager each day for each row of computers in the room. At the end of the period, this student is responsible for reminding other students to stay organized. The Row Managers get a small checklist of cleanup items.

       (1) Computers logged off.
       (2) Disks put away.
       (3) Paper off the floor.
       (4) Paper off the computer areas.
       (5) No books, pens, etc. left out.
       (6) All chairs pushed in.

The Row Manager leaves the checklist at the end of the row so that I can take a quick walk down the isles, collect the checklists and evaluate the clean up. Students get an extra credit point added to their grade for completing all the items on the list and I have a neat and organized classroom for the beginning of the next class."

It’s no secret that regular exercise can do wonders for the mind and body. But after a long day filled with unruly kids, spending an hour at the gym is probably the last thing you feel capable of. The good news is, you don’t have subject yourself to a sweat-drenching aerobics class to reap the benefits of exercise, says Heather Nettle, MA, exercise physiologist at Cleveland Clinic Sports Health and Orthopaedic Rehabilitation. Contrary to popular belief, walking is just as powerful as other forms of activity—and even 10 minutes a day can help.

Not convinced? Here are just a few of the health perks you can get from walking:

  • Helps your heart. You really can walk your way to health. When 2 groups of sedentary people were put on a walking or jogging program, they both showed the same level of cardiovascular fitness after 6 months.
  • Boosts energy. The more you walk, the livelier you feel. Even a quick stroll can punch energy levels up instantly. That’s good news for the 64% of teachers who report feeling drowsy during the school day.
  • Makes you happy. Exercise is a bona fide mood booster. Walking works as well as antidepressants in lifting a person’s spirits—and can increase self-esteem.
  • Keeps the sniffles away. Being around kids all day means you’re exposed to lots of germs. Forget the Emergen-C. Regular exercise cuts sick days in half.
  • Wards off unwanted pounds. Got an hour to spare? A brisk walk will burn nearly 350 calories.
  • Releases stress. We don’t have to tell you that teachers are a stressed-out bunch. According to Nettle, walking gives us a rush of endorphins—feel-good chemicals in the brain—that naturally helps us relax. Even a 10-minute walk during the workday can help reduce stress.

How to get started
So how much walking should you be doing? The American Heart Association (AHA) recommends 150 minutes of moderate-intensity exercise, like brisk walking, a week. As a rule of thumb, 3.5 to 4MPH is considered brisk, but it really comes down to your ability, explains Nettle. A good way to gauge your effort: you should be able to carry on a conversation, but be out of breath if you try to sing.

If 150 minutes a week sounds like a pipe dream, don’t throw in the towel just yet. When beginning an exercise program, it’s better to start slowly. Here’s how:

Set small goals. The most important rule to remember is any amount of exercise is better than none. With that in mind, pull up your calendar and ask yourself how much time you can realistically commit to exercise that week. “Make your goal a reasonable one,” says Nettle. “Even if all you can start out with is 2 10-minute sessions a week, that’s a good place to start, because you have room to build.”

 Break it down. You don’t have to do all of your walking at once, says fitness expert Leslie Sansone, creator of the Walk at Home program. Take a stroll in the morning and another one after dinner.

Always be ready. Keep an extra pair of walking shoes under your desk or in your trunk. That way, there’s no excuse for not exercising, says Sansone.

Clip on a pedometer. Research shows that keeping track of your daily steps can boost mileage by 27%. 

Location, location, location. “Teachers and staff have some of the best choices for walking, like school tracks, gymnasiums and large parking lots,” says Sansone. “In winter, our local school stays open so the community can walk the long hallways.” But if you’re the type who needs to get away from work once the day is over, try these options instead:

  • Drive to a neighborhood where you love to wander, such as a town center with sidewalks and shops.
  • Some towns have maintained trails or walking paths in woods, parks and by the water.
  • Invest in a treadmill, rent walking workout DVDs or just walk in place. “You don’t even have to go anywhere!” says Nettle. “That’s the great thing about walking: You can march in place in front of TV if you want to.”

Saving for retirement with a 403(b) or 457 Plan is one of the most important decisions an educator needs to make. That is why CTA has been working hard to provide investment resources and education to help members with their 403(b) & 457 Plans. This has included the launch of CTAinvest.org and the new 403(b) consumer guides. We are expanding our education efforts by sponsoring a special one-day conference on Friday, March 18, 2011, in Garden Grove dedicated to helping participants with their 403(b) & 457 investment options. The conference will introduce opportunities for the chapter to utilize CTA’s investment education resources while promoting transparency with the district’s 403(b) & 457 Plan.
 
There is no fee to attend this conference and registration is open to all CTA members. However, given the importance of sharing CTA’s investment education resources with local members to promote informed investment decisions and help educators with their retirement savings, release time is available for two members per chapter (with the written approval from the Chapter President). Travel and related expenses are the responsibility of the participant. A continental breakfast and lunch will be provided to all atteendes.
 
Each chapter should consider approving release time for two members to attend the conference. Approving a member in a leadership capacity and a newer member is a possible option. Sweet Treat
Enjoy a delicious Chocolate Crinkle cookie* recipe courtesy of The Standard.
 
½ cup vegetable oil
4 ounce unsweetened baking chocolate, melted, cooled
2 cups of granulated sugar
2 teaspoons vanilla
4 eggs
2 cups of all-purpose flour
2 teaspoons baking powder
½ teaspoon salt
½ cup powdered sugar
1.       In large bowl, mix oil, chocolate, granulated sugar and vanilla. Stir in eggs, one at a time. Stir in flour, baking powder and salt. Cover; refrigerate at least 3 hours.
2.       Heat oven to 350°F. Grease cookie sheet with shortening or cooking spray.
3.       Drop dough by teaspoonfuls into powdered sugar; roll around to coat and shape into balls. Place about 2 inches apart on cookie sheets.
4.       Bake 10 to 12 minutes or until almost no imprint remains when touched lightly in center. Immediately remove from cookie sheets to cooling racks.
Recipe makes six dozen cookies. Enjoy!

The IRS announced that  2011   annual elective deferral (contribution) limits for 403(b) or 457(b) plans remains unchanged at $16,500 and the annual catch-up contribution amount for participants age 50 and older is also unchanged at $5,500.

TIPS ON HOW TO NEGOTIATE WITH YOUR CREDITORS
 
Let’s face it—we live in a credit-dominated society.  Most of us can pay cash for our daily living expenses, but when it comes time to make a major purchase such as a house or a car, we need a thick credit file with a long history of responsible payments.  Credit is a convenience that keeps us from having to carry large amounts of cash, and also allows us to buy now and pay later.  Admittedly, many people have taken that perk to an extreme, but used appropriately, credit can be our friend.
 
Many consumers are now faced with having their existing lines of credit impacted by changes to the terms of their account.  Higher interest rates, lower spending limits, increased minimum monthly payments, or even closed accounts have put many on the financial ropes.  If the terms of your account have been altered, the National Foundation for Credit Counseling (NFCC) makes the following recommendations:
 
  • Ask for an explanation.  Everyone deserves to know why the terms of their account were changed, so definitely inquire. Among other things, the creditor may close an account due to inactivity, because you no longer fit their business model, because you’ve become too much of a risk, or you’re no longer profitable.
  • Fight to get your previous terms reinstated.  If you’ve had a sporadic pay history, are at or near your credit limit, or rarely use the card, you may not have a leg to stand on.  However, if you’ve been a good customer, it’s worth it to call the issuer and plead your case, but you must have your financial ducks in a row before picking up the phone.
  • Build your case before you call.  Know how long you’ve been a customer, the amount you usually charge each month, and underscore your good payment history.
  • Prove that you’re worth having.  Get your credit report for free from www.annualcreditreport.com.  Review it for accuracy.  After all, you want to make sure that you and the creditor are seeing the same information.  Next, pay the few dollars it costs to get your credit score.  If you have a solid credit report and high credit score, you should be just the kind of customer any issuer wants.
  • Be prepared to negotiate.  Know what you want before you call, and be willing to negotiate if you have to.  In other words, if your interest rate has been raised and your credit limit has been lowered, start off asking that both be returned to the previous levels.  However, figure out in advance which is more important to you.  Do you need a low rate because you carry a balance over from month-to-month, or does a high line of credit matter more to you?  If you end up in a stand-off with the creditor, you’ll know where to give. 
  • Ask for a supervisor.  If you’re not getting the answers you want, move up the ladder until you either get what you’re after, or are convinced they are going to stand firm with their decision.
  • Inquire about the opt-out clause.  If it makes more financial sense to do so, ask to have your account closed, with you continuing to pay the balance under the former terms.  This option is often the right one for consumers who have had their interest rate or minimum payment raised to an unmanageable level.  If it’s going to be a true financial hardship to meet the new terms, then it’s better to close the account.
 
Even though having more plastic can equal more temptation, it might be smart to have a back-up card in case you lose charging privileges on your primary card. Another card can be a safety net that will keep your access to credit open.  Credit can be difficult to obtain, so testing the waters by applying for one more card – not a wallet full - before you actually need it will provide a degree of comfort during these uncertain times.

Enjoy a delicious Chocolate Mint Smoothie recipe courtesy of The Standard.
 
2 c. milk, divided
1/4 c. instant cocoa mix
1/2 tsp. vanilla extract
1/8 tsp. peppermint extract
1 pt. vanilla ice cream
 
Heat 1/2 cup of milk until hot. Combine hot milk and cocoa mix in electric blender and process until smooth. Add remaining 1 1/2 cups milk, vanilla and peppermint and blend well. Add ice cream and process until mixture is smooth. Recipe makes 4 smoothies. Enjoy!

Online Beneficiary Registration at MyCTA!


The CTA Death & Dismemberment Plan is designed to provide a life insurance benefit to Eligible Members of CTA.

- Provided by the CTA Economic Benefits Trust

- A Death Benefit of up to $2,000

- An Accidental Death and Accidental Dismemberment Benefit of up to $10,000

- A $50,000 Benefit if the member dies or suffers a dismemberment due to an accident or assault while engaged in any activity which was in the expressed or implied terms of his or her occupation, or while acting in the capacity of an Association Leader

- A life insurance benefit that increases with each year of continuous CTA membership, until the maximum benefit is reached after ten (10) years. You may name anyone as your designated beneficiary.  To check to see if you have a beneficiary on file, or to designate or make changes to a beneficiary, simply click on My Profile under the My CTA tab at www.cta.org (login required).
By doing so, you will not only ensure that your designated beneficiary is registered, you will have personal security that comes with your CTA membership.  This is not a complete description of the Plan.
